Either Fat Boo or Pure Boo. The former had the most screentime in the manga/anime, including tankoban/kanzenban covers and other releases, whereas the latter gets showcased heavily in video games due to him being the final villain of the original manga. It's quite telling that Evil Boo lags behind them a fair bit with things such as him not being in FighterZ, which is understandable when the story beats during his part of the manga's run didn't create as much impact on the plot or characters as the other two.
