Jackie Chun's lead on Krillin in the 22nd Tenkaichi Budokai was way bigger. Tien basically called Krillin and Yamcha weak while he considered Jackie Chun's level of power impressive, and Krillin was suggested as capable of beating Jackie Chun in the 21st Budokai if he kept his head up.

But yeah, it appears that Roshi had a larger lead. I guess him picking up the slack allowed him to regain some power he lost doing nothing for centuries.
