Freeza's has more evidence for being a huge, huge power-up, but Cell could be too. Just for Cell there's no evidence for it being that huge, so yeah.

Going by Toriyama's scale, Cell does have some evidences such as the tanking LG, stronger than all CG SSJs who are much stronger than SSG3 Trunks who should be a lot stronger than Semi Cell and also being a SSJ2 tier. Or just being weaker than the present Androids to rivaling SSj2 Enrage Gohan.

That's Super-Perfect Cell, though. Normal Cell isn't Super-Saiyan 2 Tier, in my opinion.

I could see it being 88.88x but that's about it imo.
