Both often get labelled (unfairly) as gag fights by some fans even going as far as to compare them both to Nam vs. Ranfan... the latter being a gimmick fighter who's only real strength came from her sexuality.
Goku vs. Chi-Chi: This one is rather controversial among debaters. There are those who dismiss what happens within the fight as "comic relief" because Goku was more focused on figuring who she was than fighting back... or statements regarding her abilities as general respect rather than intent to show her as a serious competitor, and there are those who will defend it's legitimacy given Chi-Chi is clearly a lot stronger than a normal martial artist and Roshi himself actually acknowledged her level of skill (which is usually a big deal for him to do). The biggest contribution to the belief is how Goku beat her... which he does without even touching her (and still worries that he may have used too much force) ignoring the implications to the attack being quite powerful and it being a technique Kami taught him.
Yamcha vs. Shen (Kami): Yamcha again... falls victim to Toriyama using him as a measuring stick for a far stronger opponent Goku must face (who ironically this time is a measuring stick for the true opponent). Though it's not embarrassing as his fight with Jackie Chun in the 21st Budokai... Shen ended up pretty much embarrassed for most of the fight even making him bash his nuts on Shen's head. Yamcha did get a compliment from him and even forced him to drop the Shen persona taking the fight somewhat seriously but ultimately Yamcha was no match for him.
Which one fits the bill more?
