There isn't enough evidence to confirm this, but Super Perfect Cell might possibly be the first.

Not only does he state this (with no one contradicting him, mind you), but the Daizenshuu (and possibly, the Chozenshuu) state this as well. There are also several other guidebooks that also state this.

Even if he can't, he can still take out the Sun, which makes up 99% of the mass of the Solar System, so there's that.

I will definitely say, however, that SSj3-tier beings have the possibility of blowing up a Solar System.
