Which non-main villain DBZ/GT has the best potential to be a main villain (with a power up)?

Dr. Gero. His baseline strength should've been a little higher and his ability to absorb ki should've been taken advantage of better. A storyline could've been written around the main characters relearning how to fight without a reliance on ki blasts (I read somewhere that this was actually the intent at one point and that Goku would've reintroduced the nyoibo, but I don't know about the reliability of that source; might've just been someone's fanfic). I would've said Android 19 too, but I agree with the editor that he looks too ridiculous, so give Dr. Gero a more intimidating underling(s) with the same ki absorption abilities.

Damn, that would've been cool. Vegeta would've had the hardest time I think. It would've been hard to write the fights too I guess, because AT would need to differentiate between the melee styles of Piccolo, Goku, Trunks, Gohan, Vegeta and maybe the humans. Vegeta would have the biggest change compared to in the series, since he's pretty heavy on the ki attacks and every time he powers up he seems to use a new one (GG, pseudo-FF, BBA, FF, kamikaze). Maybe could still try that in Super, although idk how much they use ki attacks in Super now that Goku has Ultra Instinct.
