Which Piccolo's technique is stronger?

1. The final resort against Goku at 23rd TB? (that explosion that shook the island)
2. Light Grenade?

Maybe Light Grenade is weaker, but it's more advanced because it needs less time to charge?

Final Resort must be tremendous. Regular KHH was above Yamcha's WFF2, which is above WFF1. Super KHH is greatly below Last Resort, because
Goku was shocked by the amount of chi it was putting out and Piccolo was already considerably weakened by that time.

WFF was coined before Yamcha even learned any ki-based attacks, and even after using the new version a hastily learned Kamehameha was literally his ace. Final Resort not hurting Goku, who isn't even stronger than Piccolo himself, would obviously make it weaker than the attack that made the guy who has infinite stamina and is equal to Kamiccolo evade in fear. Even #18 thought the attack obliterated a stronger opponent like Cell.

I think Light Grenade was way stronger.

The 23rd Budokai attack just looked like an Explosive Wave.

Vegeta's explosive wave in the Saiyan arc didn't even kill Goku, who was even more weakened than Vegeta himself. It really seems explosive waves in general tend to be far from lethal unless your opponent is an ant by comparison.

I've discarded the "consistent multiplier" logic for ki blasts for the most part. Even the series itself doesn't seem to be able to adhere to any real consistency.

Goku's Super Kamehameha did not hurt Piccolo that much (if at all) too.

Yeah, ki attacks are just treated like shit in that fight for some reason unless they catch you off guard.

I'm not even sure how you begin to compare them. Both were done while piccolo was weakened, both did almost no damage to who they were used on.

The last resort was an area attack, while the light grenade was concentrated etc.

Cell was clearly stronger than Piccolo while Goku was evenly matched for most of their fight. Even if both were ineffective, the latter case is more unimpressive.
