They always look good. It must've been someone in the 5 first, East Blue members. Usopp? Then who cut Usopp's hair? Can't be Sanji, cuz he's go stupid cutting Nami's hair and would've fucked up Zoro's hair as a joke at some point. Can't be Luffy, cuz he'd fuck uo everyone's hair, give Zoro a mohawk and shave a middle quarter of Nami's head hahaha or give her a starfish style. A pinwheel, by shaving chunks of hair out.
