i see they are both known for that, so i thought maybe that is a good q.

Hirohiko Araki is so well known for his fashion sense that he's had many collaborations with well known brands such as Gucci. Assuming we're looking from the perspective of their manga rather than their own attire (seeing as how Araki often wears stylish and professional suits whereas Kubo is never seen in anything but a black t-shirt from what I've seen), I'd still give it to Araki. Not only are his character designs and poses heavily tied to fashion of the 20th and 21st Century, but also takes inspiration from many other areas of history depending on the part such as Victorian England, Ottoman occupied Egypt as well as a mix of Aztecs, Ancient Egyptians and Minoans for the Pillar Men. Kubo does show an interest in fashion for his cover art, though the style and attire of his characters are more limited due to the identical uniforms of most Soul Society residents and Arrancar and most of the other characters not wearing outfits that would stand out as extremely sharp.

Kubo outfits in Bleach are either kimonos or quite realistic street fashion. Outfits in Jojo are outlandish and not anything people choose to wear day to day, so while the Jojo outfits show a better sense of fashion artistry, at best they can just give some inspiration to outfits, in the same way that all the wacky stuff at Paris fashion show can. If someone dressed like a Jojo character, 9/10 times it would look ridiculous. Fashion is in the eye of the beholder, but most beholders would laugh a real life Jojo character out of the building, as long as they didn't also have the physique and thirst for combat as a Jojo character. As much as throwing out different ideas like Araki does it important for innovation, Bleach outfits are more often actually wearable as they are.

Not that I'm one to choose favourites, unless pressured to bullshit and pretend to have one. This is an interesting question though. I definitely try to get inspiration from anime, but lots doesn't translate well to real life or would be a pain in the ass (like the hair in most battle shounen anime).

First thing I did was search both of these guys. Saw one in suits and sweaters and the other in a black shirt wearing glasses. I was confused.
