Considering his abilities were great enough for him to be offered Ginyu status despite lacking the Ki to back it up, I'd imagine he could potentially kill someone like Dodoria or Zarbon under the right circumstances (time freeze + telekinesis or an attack barrage), particularly when we see how potent time stop damage can be in Super.

Using Super as the basis with its laws on being off-guard, he probably oneshots Zen-Oh.
