Cell lost the most from having to regen from a pair of legs, but was so far above Goku, Goku was still weaker, so it looks like Goku lost more.

And Cell also used a barrier to avoid those ki blasts from Goku.

Cell probably lost more ki, seeing as it was a lot less even prior to him being hit by the KHH imo.

Goku lost so much energy that he was weaker than cell jr. On the other hand,Tired cell can only be defeated by full power goku teaming up with trunks and vegeta.

People figured Cell hadn't shown his full power though. And Cell wasn't completely blitzing Goku around the block like he did prior to the KHH (and was taking great damage from his ki blast spam).

Cell lost more, seeing as it was more or less even after the KHH. Goku knew he had way more in the tank, though.

Cell (post barrier) was a little weaker than FP Goku, but Trunks recommended they teamed up to be safe.

Goku, for sure. After the chi blast spam he couldn't even defend himself from a Cell Junior, whereas there's nothing implying tired Cell could be defeated by the likes of Vegeta.

That was after he lost his will to fight. Prior to losing his aura, he was right up there with tired Cell, hence the surprised reactions when he dropped his aura.

That was after the chi blast spam. Goku most likely lost a ton of power after using that chi blast Vegeta's signature move, considering he was beaten to a pulp by the Cell Juniors.

It still seemed like he had a lot of power considering the Z fighter's reaction when he lost his aura. I think him powering down had something to do with his fatigue. He was unable to re-obtain that level of power later on.

Well, they were expecting Goku to have some kind of plan, which explains their surprise towards Goku's surrender. Cell told Goku he should eat a Senzu Beam to even have a chance and Vegeta already knew Goku would lose badly had the fight continued:

Vegeta: [at this rate...] he'll definitely lose... you said yourself that he must have a plan. Pin your hopes on that...

Goku losing a lot of power with the chi blasts, while Cell still being comfortably above Vegeta might be a bit weird with the Vegeta-Zarbon situation though, in which Vegeta didn't seem to lose too much power after spamming a lot of chi blasts, while Zarbon's power was stated to significantly drop.

Goku, it's pretty obvious he put all of his energy into the kamehameha gambit. He could make that gamble because he could bet on gohan. Cell clearly has a lot more in the tank still, to the point where he wants goku to eat a senzu to extend his fun.

Chapter: 401 (DBZ 207), P9.2
Context: after blowing the top of Cell’s body off
Goku: “What is this?...Despite being in that condition, he still has a lot of ki left…”

Chapter: 402 (DBZ 208), P10.5
Context: when Goku refuses to eat a senzu
Cell: “What’s the matter? Is your pride preventing you from eating a senzu? I’ve lost quite a lot of stamina now. If you regain your full power, the chance of you being able to win will increase just a little bit. I want to have even more fun…!”

Chapter: 402 (DBZ 208), P7.3-5
Context: after Cell blocks Goku’s attacks with a barrier
Bulma: “Wha—aat, that was so close! He was just a step away!”
Kame-sennin: “…No he wasn’t…It’s true that it looks like they’re having a good match, but…unlike Goku, Cell still has room for composure left…[ ] ...Goku can’t win…What’s more, to me it looks as if he knows that but is still fighting…I don’t know what he’s thinking…”
