Vegeta,Nappa or Raditz?

Personally,i gotta go with vegeta.Nappa and raditz were shown somewhat caring for each other whereas vegeta shows no concern over them and even kills nappa

All are evil but the only difference is that their willingness to do something which gives Vegeta the edge.

Even though raditz completely disgusted me with hi's cowardice he didn't want to kill goku till he turned his offer to join them for the 3rd time

Definitely Vegeta. Raditz and Nappa at least genuinely cared for their people rather than only seeing valuing them for their strength.

They were all equally evil. Nappa was just talking without thinking when he brought up Raditzes revival, but, when Vegeta
objected, Nappa was like ''heh, you're right''.

I'd say Vegeta was the most evil. He had shown a complete disregard for the remaining Saiyans that were his "Allies". When Raditz died and he and Nappa heard of the Dragonballs, Nappa suggested they use their wish to revive Raditz and Vegeta pretty much told him "Screw Raditz, they're better things in the universe we could wish for". Once Nappa was paralyzed by Goku he wasted him without second thought or care in the world.

Nappa - Didn't really come off as evil as Vegeta to me.
Raditz - He tried to recruit Goku to help him, Vegeta, and Nappa for a job and once he refused he took Gohan and was planning on using him as a bartering chip and didn't actually try to kill him until he came to rescue Gohan.
