I think we can safely say that it's not an earthling. Could be an alien though.

It did, though even there he had a hooded figure to show little identity.

All we can deduce is that he's most likely an Earthling considering aliens arriving on Earth wasn't common at this point and he wasn't overly influenced by the planet like Katatz's son.
