Who was the strongest when Future Androids showed up?

Considering, manga wise, Vegeta probably didn't become SSJ in the future timeline and Piccolo's massive gains
after he fused with Nail, can he have surpassed Vegeta by that time?

Since nothing really hints towards any change or switch in the status-quo, I'd say Vegeta was the strongest when the Androids first appeared.

Yeah Vegeta. The anime shows him as Super Saiyan, for what it's worth.

I'd go with Vegeta being the strongest as well. But both are likely weaker than Future Gohan before he lost his arm, who in turn was probably no stronger than King Cold imo.

I doubt Vegeta was a Super Saiyan in the future. If he was, you'd either have to have Future Gohan being an idiot or being oblivious to Vegeta's power prior to his death (or Vegeta being weaker than even 2-armed Gohan).

Piccolo gained massively because <del>plot</del>he was training with partners. Without them I'd say he'd still be behind Vegeta. The two trained before Trunks and Piccolo still ended up inferior.
