Who's the most evil character in DB?

Really depends on what you deem as a more defining point of evil; the action, or the intent behind them. Focusing purely on the standard definition of having a lot of premeditated intent and severe sadism as the main factors, either Freeza or Piccolo Daimao are by far the best candidates.

Zamasu wasn't really that sadistic, being quite efficient at quickly killing his victims in both continuities and the only major kill that was premeditated on an individual would be Gowasu. He focused far more on simply carrying out his plan than Freeza, who actively tortured his enemies and provided enough fear to quell any sort of rebellion in his ranks prior to Vegeta; or Piccolo Daimao who actively wanted humanity to release their own evil traits upon one another whilst inspiring fear through annual genocides.

Also you don't make sense. If Pure Boo is as evil as it gets, Pure Evil Boo would have been called Less Pure Evil Boo. You are factually incorrect.
