Probably Broly. His backstory makes him quite literally a manchild and by the time of Movie 10, all he can say is "KAKAROTTO!" Most of Super's cast make honourable mentions as well, particularly Jiren being a bland stoic who ends up becoming a complete hypocrite and Ribrianne being an annoying joke that overstayed it's welcome.

If sticking to just the original manga/DB and Z anime, then probably Pure Boo due to having absolutely no personality and just existing as a way for Goku to take the role of protagonist back from Gohan and Gotenks, despite that going against the core theme of his character in the arc.
