Why #20 and #19 appeared instead #17 and #18?

#19 and #20 were suppossed to be the androids Trunks was talking about, but Akira Toriyama had to change them due to his editor not liking their designer or something. An "In Universe" explanation, what @SSJ2 said.

Yeah, the editor didn't like the idea of a fatso and a geezer being the main villains, so AT created 17/18.

The editor didn't like two teenage brats being the main villains, so AT created Cell.

The editor didn't like Cell's ugly first form, so AT created his second form.

The editor didn't like Cell's stupid looking form, so AT created his third form.

Got to hand it to AT here. Would suck working with a whiny bitch, but hey, that bitching lead to improvement. :idk

The only thing he changed was SuperGoku and Freeza's death. After reading some pages Trunks keeps saying that Cell probably changed the history which I find weird since Cell didn't do anything in those 4 years.

It's not that they did anything, just merely being there altered the past.

The editors were disguised as Cell for that arc and made all the changes they wanted to facilitate their appearance.

Manga wise, nothing proves Nineteen/Twenty didn't appear in Trunkses timeline as well. Maybe, just like in the
main timeline, Nineteen was defeated, Gero was chased back to his lab and activated Lapis/Lazuli, but Trunks
did not know those details.

:sure

My fake in universe answer is that 19 and 20 did exist in the future, and were killed off by Z Fighters before Gohan found out or killed by 17 and 18 themselves.

The future truly does not have to differ from the present for the plot to work. :cage2

This makes more sense, but then again the TV Special. :cage2
