Why Can't Goku Tell Freeza's 50%?

He's one of the best when it comes judging someone's ki but how come he had trouble with Freeza? Was it because he just couldn't believe it?

Yeah, I think the emphasis was mainly on the amount of power being utilized.

Power like that would seem ridiculous (at Goku's current level) if it was someone's full-power, but half? Shit is even more stupid. Goku couldn't believe a power that colossal would only be half of Freeza's full-power.
