Unless Gohan was a Super Saiyan 2 there is no way Dabura is stronger than FP Perfect Cell.

The comparison in itself has issues.

If Dabra was about as strong as Cell or stronger, he'd stomp Super Saiyan Gohan.

Super Saiyan 2 Gohan is necessary for the comparison to make sense. Or you'd need to assume Dabra is being compared to powered-up Cell.

With "Cell" Goku is refering to anywhere between the Cell with holding speed to SPC. Personally i have Dabura a bit stronger than Power Weighted Cell and Gohan as a SSJ2.

An enemy doesn't have to be at Perfect Cell's full power to be a problem 7 years ago. Cell was considered
a problem even when he was still fighting evenly with Goku. Dabura can even be considered ''a problem 7
years ago'' if he's slightly weaker than Cell Games Goku, just like Freeza was a problem despite being
slightly weaker than SSJ Goku, or King Piccolo was a problem despite being slightly weaker than Water
Goku.

Goku first says ''was that magic?''. So, what changed Goku's minds was Dabura's magic abilities, not
raw strength. By ''stronger'', Goku here obviously means a more general sense of the world ''stronger'',
referring to the overall fighting capabilities.

Dabura is as strong as Cell who tooled Goku and Gohan, seems make sense to me.
