I don't think so. During Beerus' fight with Goku, when it was made apparent that Beerus was still holding back, both Kibitoshin and Elder Kaioshin looked shocked at the fact that Beerus was still hiding "some" of his power, implying both of them thought he was going all out.

I don't think so. During Beerus' fight with Goku, when it was made apparent that Beerus was still holding back, both Kibitoshin and Elder Kaioshin looked shocked at the fact that Beerus was still hiding "some" of his power, implying both of them thought he was going all out.

I can't remember, but that might be right. Goku seemed to figure-out though or at-least is not surprised that Bills is still ahead of him even now, so I think they can make a good estimate. Some of them, anyway.
