After Piccolo encounter Babidi, he listen to him then slice him in half and let him fall, but why didn't he blast him into oblivion just to be sure?
Not really. Yes, both have the link of a far stronger character leaving a peon alive only for it to come back to bite them, but the context is entirely different. Not only was Post-Nail Big Green still a non-threat because "This isn't even my final form!", but it's not as though Freeza was informed on Namekian fusion beforehand like Piccolo was about Babidi's magic.Fearless Instinct said:It's similar to Freeza not killing Nail and left him alone.

Piccolo likely didn't expect someone without known regenerative abilities to survive and wouldn't expect it to be possible from just being alien as he likely wasn't cued in to Freeza surviving the same injury. That, and Piccolo was made pretty incompetent from the Cell Arc and onward due to bad writing. For instance, why didn't he try the Mafuba to seal away Cell during the attempted self-destruction?
