Why do all of us say Kamiccolo didn't use full power against Ginger Cell?

-He said himself ''it's convienient that you absorbed all people, because now i can go all out without worrying about human lives''.
-Nobody notes any difference between the power Piccolo used against Ginger Cell and against Seventeen.
-When Cell sensed Piccolo fighting Seventeen, he said ''there is nobody else Piccolo would use his full power against than the androids''. For
Cell to know that was Piccolo's full power, he should have seen it before, which was in Ginger.

He was wearing his weights, and powered up further when he lost Cell. He wasn't going all out at all.
