Why doesn't anyone use a seastone sword?

My guess is that it's hard to craft a well shaped sword with Kairoseki, or that it isn't viable as material for a blade. Only Kairoseki weapon we've seen is Smoker's jutte, which is far more of a simplistic product than a sword.

The real question is why is Smoker the only Marine with such a weapon?

Because he's weak sauce. Anyone worth anything know haki and really doesn't need kairoseki in battle.

Smoker isn't weak atm. Regardless though, that doesn't really answer the question. If the WG wanted to make their non-Vice Admirals as strong as possible, they would give the ones without haki some seastone weapon, so that they don't have to call in support every time they fight a DF user. So why are they not?

As for why Smoker would personally go out of his way to get one: he has been a logia type since he was a somewhat low-ranking marine, so he's always been aware of the threat of logia. It makes sense for him to choose a weapon as economical as a seastone jutte.

It is weird that nobody else has one though. I know Loguetown is a major market town, so maybe he got one from there, but still it's strange that he's the only one. Perhaps they are incredibly rare and only a few people have them and Smoker just got lucky since he's from near Reverse Mountain.
