Think about it. If he absorbed just a few hundreds of people, he should've gained, in the best case, a few million units (and that if we accept
a human's PL is 5 and not 0,05 the latter making much more sense to me). At this point of the story, a few millions barely make any
difference. So, the reason he was so much stronger the second time he faced Piccolo was he was SSJ. He was also shown with SSJ aura,
whereas the first time, at Ginger, he had no such aura yet. Of course, Cell gets a lower SSJ multiplier, just like fusions.

Yeah he has SSJ, and uses SSJ properties in his power. He has this since his birth/ first form, his aura is golden.

This is why he never uses Kaioken...because SSJ >> Kaioken x 20.

SSj is a transformation, and Cell doesn't transform; at least not in the way that we recognize as a SSj transformation.
He is able to mimick SSj forms, but to call him a Super Saiyan would only be half true.

He gains features identical to SSJg3 and SSJ2 as he goes along, so I think he can mimic SSJ forms to power up, but isn't exactly a Super Saiyan, considering he was unable to produce an aura during Gingertown.
