From a story-telling perspective it makes perfect-sense for King Chappa to be higher than Tao-Pai-Pai, and here’s why.

Goku trains a lot for the next tournament.
In the preliminaries his first match is against King Chappa, someone who he’d supposedly have had a lot of trouble with or even lost, if he hadn’t trained. Goku however wins the match easily, without even trying and makes him look like a joke. That shows how much Goku improved straight away. Right away at the preliminaries. Goku won easily against someone that was at-least on-par with him before training for the tournament, so it shows he got much higher.
