Why Pure Boo is the strongest Boo in the anime?

Since its against what the manga said but why did Toei do it anyway?

The fact that the episode in which he was destroyed was named something on the lines of "Son Goku is the strongest after all" shows just how important Kenshi's 2nd point was in Toei's creative decision.

Everyone paid to make Dragon Ball thinks Kid Buu is the strongest Buu. The more I see the power scaling go down the more this makes sense.
