I'm not a guidebook wanker. I believe Raditzes PL is 1500, but not because a stupid guidebook says so. Here's my logic...
1. Kami is stated to be stronger than BOZ Tenshinhan (250). Nothing indicates that old man who was sitting on his butt playing god was doing
any kind of beneficial training. So, Kami is stronger than BOZ Tien at 23rd TB as well. Considering 23rd TB Goku/Piccolo were already hugely
stronger than that level at 23rd TB and they definitely made great gains between 23rd-BOZ, their BOZ PLs (max) must be at the very least at
the 700s range.
2. Kamehameha is introduced as a big deal in the series, meaning it must have a significant multiplier to begin with. Then, at 23rd, the Super
KHH's size and the reaction it causes implies it's a lot stronger than the previous KHH. So, it must have a multiplier of at least close to 2x.
For Raditz to block that, he must be at least at 1500.
I know this generates some problems, but they can be explained...
1. Nappa stating Saibaimen (1200) rival Raditz: If the closest power to Saibaimen that Nappa knew of was Raditz, it's not inexplicable that he
used Raditz as a measure of comparison.
2. Raditz being seriosuly injured by Gohan's headbutt (1300): That doesn't mean he has to be below 1300. A charged headbutt is shown to be
one of the most devastating physical attacks in Dragonball. Remember that, at 23rd TB, with such an attack, a crippled Goku one shotted a
still standing and fighting Piccolo.
3. Special Beam Cannon (1330) stated as able to kill a healthy Raditz: This blast had a drilling effect. Notice that it didn't explode on contact,
like most blasts, but pierced Raditz. I think the way Piccolo was talking about it as his secret weapon, originally intended to kill Goku, implies
that blast was more than just a greater boom.
