Why was #16's scouter more accurate than Gero's?

He had no sort of benchmark from which he could estimate SSJ, yet still mentioned it being within a range #19 could handle. There's also Vegeta saying Saiyans can't be measured in mere numbers, making it pretty blatant that #19 and #20 indeed had power radars.

As for the OP, could be that infinite energy types simply have all around better capabilities than the energy absorption type. That would contradict #16's radar being far better than #17's, though it could be that their organic matter hindered this function in #17.

Maybe it had something to do with him being a lot stronger than Gero? Also he was a failure as a slave but not that his machine iirc.
