Why was Piccolo so strong at the 23rd Budokai?

He's a reincarnation of Piccolo Daimao. He hadn't started training or meditating yet and and fought anyone close to as strong as Piccolo Daimao or even probably anyone as. Strong as 22nd TB Goku. Yet he surpasses Daimao comfortably.

Is that how strong a Piccolo Daimao would have naturally been from birth (he was born as an adult, when Nameless split into Kami and Daimao).

He was 3 years old there. He was taking advantage of beginner gains.

He was said to be more powerful than Piccolo Daimao the instant he was born. I have no idea how this is possible though. Like how does a weaker being just spawn a stronger one?

He put all his adult ki and genki into the new being. Which wouldn't be his max, since he was fatigued and near death. The only explanation I can think of for getting stronger than him by the time of birth, is that the embryo is already as powerful as fatigued King Piccolo and naturally it develops to get a stronger ki between the embryo and birth stages. And maybe somehow the hatred for Goku causing extra power growth.
