Think about it...

SSJ Vegeta = Initial Semi Cell << FP Semi Cell << Gr 2 Vegeta

SSJ Vegeta =< Cell Junior <<< Gr 2 Vegeta...

I assume one of three things, either the two in-universe routes or outer route:

#1 - Perhaps they indeed achieved MSSJ from the Rosat, which due to the whole point of Goku abandoning the Grade forms for it, makes them impossible to use once normal SSJ is mastered, much like how some assume Kaioken practically just phased out of existence.

#2 - Vegeta and Trunks were just barely behind the Cell Juniors, so perhaps their Saiyan Blood dominated their logical side and caused even Trunks to want a challenge.

#3 - Toriyama's shitty writing

Perhaps there's no fixed multiplier for Gr2 and Gr3 and it actually lessens as you come closer to mastering the original form? (Which would justify abandoning it.) Other than that, I can only take the same route CC did.

My logic is similar. I just assume that Grade 2 and Grade 3's power relegates into the regular Super Saiyan form upon mastery. So FPSS is essentially equal to SSG3 in terms of power, but retains a 50x gap over the base form instead of a larger one.

It's the only way I can really justify Vegeta and Trunks not using Grade 2.
