After rewatching Water 7, I personally feel it would make sense for Usopp to get Conqueror's, based on his behaviour. Clearly, when it comes down to it, despite being nowhere near as strong as the monster trio, he has leadership skills and a willingness to put everything on the line to save his crewmate (Going Merry). Physical strength is likely totally irrelevant to whether someone has Conqueror's (of course, since Ace and Doflamingo had it as a children and Luffy had it pre-skip).
If Conqueror's is about willpower, Usopp has shown great willpower and I believe that once he finally become a "brave warrior of the sea", he will have it. Perhaps the way it would be used is that during a big battle a major antagonist will be using Conqueror's to defeat their enemies (perhaps even the low-power tier SHs like Nami) or damage things and Usopp will be able to stand up to them with his haki, taking action in the absence of the monster trio.
However, if Conqueror's is more rooted in having an intimidating drive, perhaps he won't get it, as I don't think he's ever intimidated anyone in the series so far, as he doesn't approach battles head on.
