Farfetch'd. Cool looking pokemon, but he's absolutely terrible.

I always slapped him with CUT and then stuck him in the box until needed. Not entirely useless in for me, but more of a tool rather than a pokemon worth using in a battle.

Any of the Pikachu clones other than Pachirisu and maybe Emolga.

Also Carnivine due to the trouble to go through. You have to find him as a rare Pokemon in the Safari Zone, has a fairly low catch rate and it's mediocre at best. Also Cryogonal for similar reasons.
