Would Goku have ever caught up?

Let's say that, after exiting the room, Vegeta destroys the door, so that Goku will not surpass him again. Then,
he doesn't do bull and kills Semi Cell. Peace is restored. After that, will Goku ever be able to catch up with

I would say yes. There was a clear implication that the SSJ state had reached its limit, and Vegeta was unable to surpass Goku even after making two trips compared to Goku and Gohan only going in once. The Saiyans had reached a plateau, and i think Goku would not have taken too long to catch up in your scenario.
