Do you think it'd be more interesting if Cell didn't inform everyone about his origins and his mission, making it so the Z warriors would have to figure out this puzzle?

Plus, Cell feeding everyone on his mission and story seemed kinda contrived... firstly he said there was no reason to let Piccolo know about it since he was going to become his food... and that hasn't changed once Piccolo "lost" the usability of an arm. Moreover, Piccolo assuming Cell would be unaware about the regeneration came off as a convenient way.

AT just gave a full-on exposition from Cell as if he were the narrator. If you were to ask him he'd probably say he just tried to keep it simple and that he wasn't writing a mystery manga.

For reasons made even more apparent in the OP, definitely. Cell infodumping everything to Piccolo was one of the worst things in the Cell Arc, and that's saying a lot.
