Ten's techniques give him the edge here I think, although Yajirobe's durability is going to make him hard to put down. I'd give it to Tenshinhan high diff.

In my opinion: Yajirobe could keep up with a Goku who got considerably stronger since the tournament. Even if Goku was holding back, Yajirobe also probably was, based on what he said to Cymbal. Yajirobe wins without too much problems given the Zenkai Goku received was pretty significant (Goku > Mutaito > young Roshi > 22nd Goku).
