Yamcha should definitely be stronger, as made apparent from statements and feats surrounding Chappa and initial 22nd TB Goku. However, the respect Tao Pai Pai was given in the 22nd TB would suggest he may have the skill to fight or even defeat someone of Yamcha's level and the lessons Goku learnt from Karin played a major role in defeating him. I'd probably still say Yamcha wins, but it won't be a complete stomp.
