Yamcha and Kuririn at the 23rd Budokai. Who wins?
Upon rereading it I'm starting to think young Piccolo is quite a good deal above them. Kuririn and Yamcha were watching Goku vs Ten, whose speed initially was around that of post sacred water Goku. Yet Kuririn stated they weren't normal and Yamcha was surprised Tenshinhan considered Goku's level of speed low. Sure, weighted Goku and Tenshinhan's (initial) strength was quite a bit above that of [post Sacred water] Goku, but Yamcha and Kuririn were merely watching the fight, so they could judge their level purely going by their speed, kind of like how Vegeta only mentioned #19 wasn't so impressive going by his movements and had to be punched to be sure his strength matched that speed demonstration, apparently. Weighted Goku's speed seems to be in a different tier compared to Yamcha and Kuririn's, so logically should be post sacred water Goku's level compared to theirs imo, although in not so much of a different level that Yamcha and Kuririn couldn't see them.
