They're practically even, as shown through almost every clash in their duel. If I were to give the edge to any of them, it would be Yoda since he was able to fend off an embodiment of Sidious on Moraband he created with Sith magic during The Clone Wars. Yes, the OP says "movie canon", but considering George Lucas' heavy involvement in TCW, especially compared to other expanded universe material, I'd say there's absolutely no reason not to include it. The main reason Yoda admitted he'd failed was in sensing the control Palpatine had already gathered and how much stigma was against the Jedi through his propaganda, as expanded on in the RotS novelisation, which would make killing him at that point pointless. His guards were also seconds from arriving at the time he fled, which could've easily turned the tide of the battle.

I forgot about the clone wars tv show. I really need to rewatch it since I havent seen it since it premiered on CN when I was younger. But Yeah I always thought Yoda was a little bit stronger than Palpatine. He caught Palpatine off guard more than once, shocked palpatine when he blocked off his exit, and he managed to repel his force lightning.

Another thing worth noting is that in between the cut from their duel to Anakin VS Obi-Wan and back, Sidious goes from duelling with lightsabers to not having his weapon and relying purely on his force abilities, making it clear Yoda was able to disarm him. The novelisation confirms that Yoda indeed disarmed Sidious during their lightsaber duel and forced him to rely on the force and regardless of it no longer being strictly canon, the description of the novelisation fits so seamlessly with what we're shown between cuts that I see no reason not to take it into account.

Yoda > Palpatine is pretty solid when it comes to at least lightsaber duelling. Force-wise, the two are roughly even, so that one advantage gives Yoda the overall edge in an equalised playing field.
