If Zangya hits Trunks with her strings, she wins. If they're restricted or Trunks is able to dodge them, he'd probably win when he was implied to have grown close in power to Gohan and he was only overwhelmed once the 3 henchmen fought together and used their strings.

So the correct string would be:

Kid Gohan SSJ (CG / M9)> Goku SSJ (CG / M9)> Vegeta SSJ (M9)> Future Trunks SSJ (M9)> Zangya> Bujin = Bido = Cell Jr.?


Having Teen Gohan SSJ2 = Kid Gohan SSJ2 is reason to think that Gohan in M9 kept his CG power. Apparently the Movie is 3 years later and therefore Future Trunks was stronger. In Vegeta's case, he most likely trained a bit in secret.

Why would Trunks be close to Gohan? Roshi stating only Gohan or Trunks have a chance to win is purely because of them both being SSjins. Vegeta is clearly at least as strong as Trunks and he is no different than he was in the Cell Games. Blue Bojack was kicking Vegeta's ass easily.

Roshi has beeen shown to sense Ki during the Cell Arc and should know from footage of the Cell Game alone how much Gohan outclasses Trunks, meaning there was no reason for his statement to be found on an inaccurate premise. Chichi also stated that Gohan hadn't been training since the Cell Game, so he was most likely weaker here than at the Cell Game up until the boost he got where he was able to fight Super Bojack and his 3 minions at once for a short while.

Vegeta is clearly at least as strong as Trunks

That's an assumption lacking in hard evidence. All Vegeta did was distract the minions by a sudden arrival before rushing straight at Bojack, not presenting any feats that placed a clear comparison between him and Trunks. Trunks also tried to stop Vegeta fighting in general due to him having given it up, suggesting Vegeta was now lagging a fair bit behind Trunks. It's not as though you can use Bojack transforming as a basis for anything either when it's clear from how badly he was beating Vegeta in base alone that it wasn't necessary.
