Zamasu's regeneration not working properly isn't power related, it just means he wasn't fully immortal and can be destroyed by someone sufficiently powerful enough. Vegetto stated that Zamasu was tapping into his anger and hatred of mortals to power himself up at the cost of speed, so if anything Zamasu would be getting stronger not weaker, especially when. FKHH from Blue Vegetto does nothing but Trunks Genkidama sword can get the job done to the exact same Zamasu.

Zamasu doesn't get any stronger in his infinite form. It is just the hax of him having an intangible body and becoming one with the universe that makes him so dangerous.

SSJ2 Kefla > UI Goku (Second Time) >> Initial Jiren = Initial UI Goku >>>> U7 Genkidama = SSJ Kefla (FP) >> KKx20 SSJB Goku (Mid-ToP) >> Genkidama Sword Trunks > Merged Zamasu (Hatred Corrupted Final Power Up) > SSJB Vegetto > Merged Zamasu (Hatred Corrupted 2nd Power Up) > Merged Zamasu (Hatred Corrupted 1st Power Up) > KKx10 SSJB Goku (FT arc) > Merged Zamasu (Halo) >= SSJB Goku (Limit-Breaking KHH)
And what do you think between Goku SSJB (Final Arc Zamasu) vs Vegetto Base (Arc Zamasu)? Both from the anime.

I like to keep fusion multipliers as consistent as possible. In the Boo Saga Vegetto is 20x (Goku’s strongest power + Vegeta’s strongest power), so the same should be the case in the Zamasu Saga. Not counting Kaio-Ken, but it’s still enough for Vegetto to one shot even Kaio-Ken x10 Goku.

SSJB Goku/Vegeta (End of Zamasu Saga): 1.5

Vegetto: 60
