MUI Goku (Moro) and Merus should be equals.

I also think you have it mistaken. There is no Angel Form Merus, Merus is in a passive state of Ultra Instinct like Whis is due to being an angel. If you're referencing Moro, MUI Goku and Moro Instinct were on par with eachother but Moro easily lost since he could not properly control its power.

Merus did go a little angel mode just before he disappeared from his fight with moro.

Moro stated that Merus wasn't at full power and Merus was nonchalant throughout the entire fight. Given what Angel Moro was equal to Goku after absorbing Merus' power, I would assume Merus was on par with MUI Goku but has the edge because he can remain in Ultra Instinct in a passive state so he never runs the risk of losing stamina.

Merus' angel mode was just him revealing his identity to Goku. At least that was my interpretation since it's confirmed that Merus' angel abilities were innate until he became a mortal.
