Kanzenshuu has a list of staff on every episode. For example, the Humans vs Ginyu Force filler was written by Hiroshi Toda, and Fake Namek was written by Keiji Terui.

Just look around on the site for any filler. Sometimes the filler isn’t listed at the top of the page (when it’s very small/irrelevant), so you have to scroll down to episode credits and look for “script”.

Ironically, looking on Kanzenshuu they actually do credit Takao Koyama as “series composer” so that’s actually a thing.
