Which gap should be greater? Imperfect Cell Post over Piccolo or Warm up PC over Super Vegeta

I think Cell over Vegeta is greater as Vegeta had a hard time predicting where Cell would appear while Android 17 could dodge IP Cell's tail.

But that's also assuming that they have the same multiplier, which we know Final Flash far exceeds the limits of Vegeta which is why he yelled him to not even his Perfect Form would be able to withstand it.
