I think this is a 10x technique. It's a pre-cursor to Ikari and it works the way it is suggested to work. It is the power of the Oozaru in Goku's humanoid form. I don't think he can use this continuously, but he can use it at will later referenced when he fights Mr. Popo.

Oozaru First is stupidly haxed as well as Dragon Fist.

Dragon Fist (Base Goku ) > SSJ4 Goku

That should speak volumes. The Dragon Fist in M13 was also absurdly powerful I'm sure as well.

When I see the SSJ God montage in the RoF Manga, I assume Base Goku is now striking Whis with the power of a SSJ God.

ahill and Kenshi have brought up the idea that it overshadows the Super Kamehameha and being a 10x boost makes it too effective to dismiss, but I still think it makes sense. Tori is a simple, simple dude, if he shows it, it means it is what it is.

I think the Super Sacred Water indicates a 10x boost as well right there.

Also, Goku turning Oozaru is too big of a risk, literally no one will be able to stop him as he keeps training. It's better off not risking it.

I don't believe it's a controlled technique. It's more of a temporary potential unlock when Goku desperately needs to access his full power.
