It was never clear if they could turn that power on and off, that’s more of a fan theory. In the movie the SSJG form goes away but the power stays like some sort of muscular memory.

He wanted Goku to kill Piccolo, and this super technique would've been pretty useful. In BoZ Goku says he and his family always sleep early and never get to see the moon. Goku would be no more likely to transform than Gohan was in his first years.

Now he has a new baseline. His normal power equals his previous Oozaru power and his Oozaru power is 10x that. He essentially has become an Oozaru who has an Oozaru boost.

Kami is finger flicking Kid Goku. His Oozaru Fist allows him to be respectable to Popo who is way weaker than Kami.

Their is a tremendous divide between Kami and Kid Goku. 10x is suitable.

A 3x gap to finger flick is outrageous.
