I think it is just Ki. Even after Namek Vegeta still calls Ki “Battle Power” a lot.

However, it seems that Ki and BP don’t translate to literal fighting ability. Goku thought fusing with Mr Satan would be better than fusing with Dende.

Didn't Goku say that because they would lose the dragonballs?

First he counts out Dende due to not being a fighter.



But then in the next volume he asks if he can even combine with him.




Maybe he's wondering if combining with a dramatically different race is even possible.

Yeah it sounds like Goku is hesitant due to Dende being a very different species from a Saiyan or potentially losing the Dragonballs, there is also the fact that Satan is alot closer to Goku's size.

Dende as a kid after getting his potential unlocked flew from Guru's palace to the fight with Freeza in a very short time span so he is definitely stronger than Hercule.

Gohan asked Dende if he wanted to participate in the tournament. Given he's already had his potential drawn out and is a Namekian on top of being able to create Dragon Balls with twice as much power as Kami's, his power being lower than Satan's is pretty unlikely.

He still considered Dende before Satan. Dende isn't a fighter compared to Goku and the Z warriors but he definitely is more skilled and has more ki than Satan and in DB's world having more ki makes you stronger.
