Cell absorbing Piccolo's ki

How did this work? Is Cell taking Piccolo's ki and adding it to his own at a 1:1 ratio?

Piccolo said he was still above Cell even accounting for the amount of energy in the arm he drained, so I assume it's a 1:1 ratio.

He says that about 100% draining Piccolo, not just his arm. All of the drama is focused on Piccolo not having one arm, the power loss (And Cell’s respective power up) are insignificant to the scene. So much that Piccolo regaining his arm gives him the advantage again, despite the fact that regeneration should eat even more power.

Ultimate Gohan wasn't at FP when he donated Genki

Porunga can't revive and restore Boo arc Saiyans to FP at the same time. Goten, Piccolo and Trunks were also likely not at FP.

Vegeta's wounds were healed when he was revived, his Ki was not fully restored. No reason to think Porunga would restore fully a much stronger individual like Gohan when he didn't restore Vegeta's Ki in the same mass revival wish.

We see a similar problem arise when Demon Realm Porunga restored everyone to their original adult bodies. Their wounds disappeared, but Goku noted they still suffered from the same fatigue as before.

His Ki would've naturally dropped down to zero when he was blown up and suffocated. Then, Porunga wished back his body (a wish he said was taking a lot of power because there were so many to revive), but couldn't fully restore his Ki just like he restored Vegeta's body to full health, but the Ki itself wasn't fully restored.

Out of universe, this was AT's way of explaining why Gohan's Ki alone wasn't enough to wipe out Kid Boo, who is much weaker than him.

Shen Long restored Gokuu all the way to full power when he revived him in the Saiyan arc. Gokuu was flying back to Earth at full speed.
Pornga restored Piccolo all the way to full power when he revived him in the Namekku arc as well. Nail was in awe of how strong Piccolo was upon seeing him.

Everyone Pornga revived on Earth in the Boo arc was brought to full power. Them not being at full power defeats the entire purpose of the Genkidama, which was to gather Ki from everyone "right up to their limits". The only reason Vegeeta wasn't at full power was because he had just taken a beating while dead.

They were still wounded in their adult bodies. The wish Glorio made is kind of different. Vegeta and Gohan got new bodies while all Demon Realm Porunga did was make their bodies adults again, which is still the same bodies just older.
