How did this work? Is Cell taking Piccolo's ki and adding it to his own at a 1:1 ratio?

Tough to say. He didn't take the earthlings' chi in a 1:1 ratio, like, just adding as a sum otherwise he wouldn't be that powerful. If we care about the numbers being in the hundreds of millions at that time, at least. Idk what was the Earth's population but iirc it seemed like within the millions and Cell had absorbed a few millions? Don't remember exactly. But I remember thinking about the quote of roughly how many earthlings he had absorbed way back in the day and coming to the conclusion that multiplying it by 5 wouldn't get Cell that power boost he needed. I may be off tho or maybe I'm thinking of a nonexistent line.

Yeah, if he’s absorbing power levels with an average of 5 and he got that strong with 5 million people that’s only 25m power level.
