Roshi can kill Oozaru Goku, but not King Piccolo. Roshi's Buff form has a varying multiplier and at the 21st Budokai it's much higher than at the 22nd Budokai. Perhaps Roshi can use the buff form to tap into his previous power but it's not very strong when it goes beyond his previous power.


Option 2

Roshi can neither kill King Piccolo or Oozaru Goku with his Max form.

Roshi can kill King Piccolo and Oozaru Goku, he just isn't aware of King Piccolo's degradation.

Yes. Roshi was willing to use the Mafuba against KP even though it had a high risk of missing, which it did. Roshi was desperate, if Max KHH could have killed him then he would have used it.

When Goku defeated the RR Army, Roshi said "Even I might not have the stamina to beat all of them." That means it was an issue of stamina, not power, so I have Buff Roshi ~ Baba Saga Goku. I give his Buff KHH a crazy multiplier, since he destroyed the moon with it, so I think it could kill Suppressed Old Piccolo if he were stupid enough not to dodge it.

This seems like the worst option here. Roshi is severely limited by Ki amplification and having him have Buu Saga level amps creates narrative destruction imo.

Roshi said that Tenshinhan's suppressed Kikoho was much more powerful than his KHH though. Less than half Old Daimao scales above that otherwise Tien would have used it.

He said that after Tien only blew up the stadium ring too. Thats why I don't hold much stock in Roshi's moon busting feat.

For some reason moon busting gets downplayed in general. Nappa destroyed like a millionth of the mass of the moon when he fired that warning shot at Piccolo that made him shit his pants over how deep the hole went, when a Piccolo who was a fraction of the strength he had at the time blew up the moon with an uncharged blast.

I'm more inclined to say the moon busting feat was an outlier when considering that Roshi's last Kamehameha only erased a mountain, but the above instance is interesting food for thought.

He was probably referring to his normal KHH.

21st Max Power Roshi being mountain level is actually really consistent with Post Baba Goku being able to kick away Battke Jacket Black's missiles which can blow the tops off mountains. As well as Young Daimao who is crazy stronger only being a city buster.

Roshi blew away the entire mountain, Battle Jacket Black's missle only did like half.

And Roshi can blow up the moon.
