Piccolo (vs. Super Saiyan) vs. Tien (Shin Kikoho vs. Super Saiyan)?

I ask this because we always saw Piccolo (Cell Form) as much more powerful than Semi-Perfect Cell, and therefore, much more powerful than Tien's Shin Kikoho when Piccolo, Krillin, Tien, and Yamcha attacked Super Saiyan from behind. It seemed that Piccolo's attack was the most powerful of the four of them. On one occasion, Piccolo used the Special Beam Cannon, and on another, a regular attack.

The problem is that in the Buu Saga, there is a lot of evidence that suggests the Base Saiyans are stronger than Piccolo.

So:

Base Teen Gohan >> Piccolo (TB25) > Piccolo (Cell Form) > Tien (Shin Kikoho) > Android 16?

Shin Kikoho vs Cell is such a strange instance overall. We are to believe Cell couldn't do anything to overcome the spam besides outlasting a spent Tien?

He took no damage, but it makes you think.

That's a good point. Piccolo being weaker than the Shin Kikoho doesn't make a lot of sense.

@Power Level Guy what do you think? Should CG Piccolo > Shin Kikoho?

If Shin Kikoho was that powerful than it doesn't make any sense why Tien didn't use it against the androids

Same reason Krillin didn't use Kienzan. The feat is the feat. The logic why he doesn't use it is irrelevant. Semi Cell is in physical pain from Tien and forcefully stopped.

The Kienzan is easy to dodge. Everybody knows it's an attack that bypasses conventional durability and are careful to not let it hit them.

It makes no sense for Tien to go for a punch against the androids vs his most powerful technique after seeing 18 mop the floor with Vegeta and 17 oneshot Trunks, two super saiyans.

The Kikoho is also easy to dodge. The first time Tenshinhan used it, the whole point was that Goku would dodge it. He then avoids using it in the 23rd bc Goku could fly away.

Yeah because Tenshinhan warned him beforehand. Tien also never intended to actually hit Goku with it as he didn't want to kill him, he just blew up the ring so he get Goku to ring out.

Plus this is Shin Kikoho, not the normal Kikoho.
